The given fixed operating costs are all we've got at this point. Rather than careful estimates of fixed and variable costs, the team did a quick estimate of costs when the plant is near full and focused on the operating and revenue side. These plants are built to make great money when they're full but still do OK even as volume declines over time, which is typically what happens when there is no new wave of supply like the deep water. They're expensive to build but not so expensive to run.
